Entrants must be 18 or older and legal residents of the continental United States. Teams of up to four (4) individuals may submit an entry.
How to Enter.
To enter contest, between 8:00 am (PT) on April 1, 2009 and 5:00 pm (PT) on September 30, 2009, develop an innovative custom wireless application to be used on AT&T wireless devices and submit such application through the online form at www.att.com/higherEDcontest. To be eligible, applications submitted as entries must be a mobile learning, mobile identity, or student system integration application. Applications should ideally operate across multiple platforms (WAP, JAVA, J2ME, Linux, RIM BlackBerry, Palm OS, Symbian, Windows Mobile and OS X), and multiple devices (voice centric and data devices such as a PDA, SmartPhone, Blackberry, or iPhone). Entries must include a business case, including distribution concepts and plans, and supporting documents (pdfs or a PowerPoint presentation) with one (1) screen shot of the application on a mobile device. All entries/applications must be received by 5:00 pm (PT) on September 30, 2009. Sponsor's servers and clock shall be deemed the official clock for the contest and entrant's proof of submission does not constitute proof of receipt by sponsor. Incomplete and/or duplicate entries will be void. Sponsor is not responsible for lost, misdirected, late, incomplete, illegible or unintelligible entries/applications or for inaccurate entry information, whether caused by participant or by any of the equipment or programming associated with or utilized in this contest, or by any technical or human error that may occur in the processing of entries/applications. By submitting an entry/application, each entrant represents and warrants that (i) each application is original; (ii) each application does not infringe the intellectual property or any rights of any third party; and (iii) he/she is entitled or duly licensed to submit the entry/application. Entrants may submit multiple entries, but only one (1) prize per entrant will be awarded. All submissions remain the intellectual property of the team submitting the application.
Judging.
Each entry/application will be reviewed by sponsor to determine which entries/applications are qualified entries. Qualified entries/applications will be judged by a panel of qualified judges selected by sponsor using the following judging criteria: (i) application concept; (ii) design, implementation and quality; (iii) impact on the higher education community; and (iv) business case.

On October 5, 2009, sponsor will notify the entrants of the top 9 entries/applications (3 from each of the application categories: mobile learning, mobile identity, and student system integration) (the “Finalists”). The Finalists
shall submit their program code for testing and up to ten (10) screen shots of the application on a mobile device, which must be provided to sponsor no later than October 10, 2009. The sponsor will schedule a 45-minute webinar session for each of the Finalists to present and demonstrate their application to a panel of qualified judges selected by sponsor. The presentations will be scheduled between October 12 and 16, 2009. A maximum of four (4) presenters per Finalist may participate in a presentation.
Failure to present at the scheduled time will result in disqualification. During the presentations, the judges will judge the applications presented based on the following judging criteria: (i) application concept; (ii) design, implementation and quality; (iii) impact on the higher education community; and (iv) business case. The Finalists' entries will be scored using the foregoing four judging criteria with each criteria receiving a
maximum possible score of ten. (The highest total score any entry may receive is 40). In the event there is a tie, the tie will be broken by the judges judging the tied entries using design, implementation and quality as the judging criteria. The Finalist with the highest score will be awarded the Grand Prize, and the two (2) Finalists with the second and third highest scores will be awarded a Runner-up Prize. Winners will be notified by sponsor via the e-mail address and phone number provided by the entrants on the entry forms on October 19, 2009. Each winner will be required to sign and return to sponsor an Affidavit of Eligibility and Liability/Public Release within
seven (7) calendar days of being notified that he/she is a winner. If any winner is deemed not eligible, an alternate winner will be selected.
